Filer vs non-filer.

In Pakistan, a filer files income tax returns and pays lower withholding rates than a non-filer.

Definition

Being on the FBR's Active Taxpayers List as a filer means reduced withholding tax on dividends, capital gains, and other transactions. Non-filers face higher rates, so filer status directly affects your net investment returns.

Worked example

A filer might face 15% withholding on dividends while a non-filer faces a higher rate on the same payout.
